The present General Regulation (hereinafter the "Regulation") constitutes an integral and substantive part of every contractual relationship between Blessed S.r.l. (hereinafter the "Company") and any party operating professionally at the exhibition event titled "Padova Tattoo Ink Show 2026" to be held on the dates of 27, 28 and 29 November 2026 at the Fiera di Padova, located at via Niccolò Tommaseo n. 59, hereinafter the "Event".

Part I -  Premises

-      The present Regulation defines the operational, safety, health, and contractual rules governing the participation of each professional operator in the Event.

-      The Event will take place at the exhibition centre of Padova, on the dates from 27 to 29 November 2026, unless otherwise communicated by the Company.

-      For the purposes of this Regulation, the following definitions apply:

1.          Company/Organizer: Blessed S.r.l., the entity responsible for the management and commercialisation of the Event.

2.          Professional: the professional operator who provides services at the Event, such as a Tattoo Artist – Piercer (an artist who performs tattooing or piercing and sells their own merchandise), Exhibitor (a company or entity that rents space for the promotion and sale of products/services), Sponsor (an entity that, through specific packages, acquires visibility and/or exhibition space), etc.

3.          The signing of the participation application or contract implies full acceptance of this Regulation.

Part II -  General Contract Conditions

Art. 1.          Value of the Premises

A.         The premises are an integral part of this agreement.

Art. 2.         Participation in the Event

A.         To participate in the Event, the Professional submits an application to the Company via the application form on the dedicated website.

B.         After receiving the application, the Company assesses whether the requirements for participation in the Event are met.

C.         Regardless of whether the requirements for participation in the Event are met, the Company is free to accept or reject any application at its discretion.

D.        The evaluation of the application by the Company is based on:

1.          the quality and consistency of the portfolio;

2.          artistic style;

3.          overall balance of the artistic styles present and promoted at the Event;

4.          number of available spaces.

E.         In case of a positive outcome, the Professional will receive:

1.          official confirmation of participation in the Event;

2.          participation contract for the Event;

3.          instructions for payment.

F.         The modes of communication between the Professional and the Company are indicated in the specific participation contract for the Event.

G.        The participation fee or the economic contribution from the Professional to participate in the Event is specified in the specific registration form.

Art. 3.         Exhibition Spaces

A.         The allocation of spaces is at the indisputable discretion of the Organizer, who reserves the right to modify the location for technical or safety reasons at any time, even after the start of the Event.

B.         The Organizer is not responsible for any theft or loss of items present in the exhibition space.

C.         It is forbidden to pierce, nail, or use permanent adhesives on the floor of the Fair. Only high-removal double-sided tape is allowed.

D.        It is forbidden to tamper with the electrical systems provided.

E.         The assigned booth cannot be assigned or sublet to third parties without the written authorization of the Organizer.

F.         The characteristics of the assigned exhibition space are indicated in the application form on the dedicated website, and in any case, specified in the contract that will be signed by the Professional after the acceptance of the application.

G.        With reference to the Tattoo Artist and the Piercer, they have available 6 square meters of stand, positioned within the Event venue, provided by the Company for the entire duration of the Event, including:

1.          a display table to show their portfolio or products;

2.          a working table;

3.          two chairs;

4.          a special waste bin;

5.          a spotlight;

6.          a welcome kit including nitrile gloves, paper towel, plastic cups, thickening powder, container for used needles, and hand sanitiser;

7.          the Company provides the possibility of adding, within the stand area, only a tattoo bed and armrest. Optionally, it is possible to rent, by making a separate request, the tattoo bed and armrest, the cost of which will be estimated by the Company through separate communication;

8.         The Company guarantees a daily meal for the Professional.

H.        Additional equipment (extra lights, carts, etc.) not mentioned in the agreements between the Professional and the Company are the responsibility of the Professional and must be pre-approved by the Company.

I.          The use of music and audio within the stands is allowed only if:

1.          it does not disturb the neighbouring stands;

2.          it adheres to the volume limits set by the Organizer;

3.          in case of disputes, the Organizer may impose a reduction in volume or the complete switch-off of the systems. 

J.          The sale of merchandise (prints, clothing, items, etc.) is allowed provided it adheres to the agreed conditions and does not violate third-party rights (copyright, trademarks, etc.).

K.        The related setup and teardown must take place within the hours indicated by the Company.

L.         Failure to pay within the agreed terms in the relevant contract results in the forfeiture of participation in the Event, unless otherwise communicated by the Company.

Art. 4.         Health and Safety Regulations for Tattoo Artists and Piercers

A.         Both the Tattoo Artist and the Piercer declare that they possess the regional training requirements (90-hour certificate or equivalent) or from their country of origin, and operate in accordance with hygiene standards.

1.          For a Tattoo Artist or Piercer coming from a country where no suitability certificate is required, the Professional submits a self-declaration outlining the technical specifications of their activity and the geographical areas in which they operate.

B.         Mandatory procedures.

1.          Exclusive use of sterile, single-use needles and materials, opened in front of the client.

2.          Use of PPE (gloves, masks) and protective barriers for the equipment.

3.          Obtaining written Informed Consent from each client prior to the service.

4.          Inks (REACH): Only the use of mixtures for tattoos compliant with Regulation (EU) 2020/2081 (REACH) is permitted. Safety data sheets for pigments must be present at the stands and provided to the Company upon request.

C.         Absolute prohibitions:

1.          Prohibition of tattooing or performing piercings on minors under 18 years old (unless parental consent is obtained).

2.          Prohibition of tattooing or performing piercings on persons visibly affected by alcohol or drugs.

3.          Prohibition of smoking and introducing animals into the procedural area.

4.          Prohibition of operating at the Event under the influence of alcohol or drugs.

Art. 5.          Waste Management

A.         Professionals are responsible for the correct management of waste, including sharp and pointed items (needles, cartridges). These must be disposed of exclusively in rigid containers provided by the Company.   

B.         The Company provides the centralized service for the collection and final disposal of health special waste. 

C.         Urban waste and packaging.

1.          All participants must respect waste separation regulations.

2.          During setup and teardown, packaging (cardboard, plastic, wood) must be disposed of at the designated ecological islands or removed by the Professional.

D.        Prohibitions:   

1.          It is strictly prohibited:

(i)        to leave waste in the stand or in the aisles, or to create free accumulations of waste, paper, or other combustible material that could be accidentally or deliberately ignited;

(ii)      to use faulty or inadequately protected electrical systems;

(iii)     to carry out repairs or modifications to electrical systems by unqualified persons;

(iv)     to disconnect electrical equipment while it is under tension when not in use;

(v)       to smoke in prohibited areas.

Art. 6.         Hours, Access and Logistics

A.         Access for setup is allowed on the days and times communicated by the Company.

B.         Tear down must strictly occur within the time limits communicated by the Company.

C.         Access for vehicles is regulated by specific passes issued by the company and is limited to loading/unloading areas for strictly necessary time (max 60 min). Maximum internal speed: 5 km/h.

D.        Event Schedule.

1.          The public opening time is determined by the Company and communicated to each Professional.

2.          All stands must be staffed during the public opening hours which will be indicated by the Company.

3.          It is prohibited to dismantle the stand before the public closing of the Event.

4.          The public opening hours may be modified at any time by the Company.

Art. 7.          Safety and Emergencies

A.         All participants are required to observe the provisions of Legislative Decree 81/08 as well as any other applicable safety regulations.

B.         It is prohibited to obstruct escape routes and emergency exits with materials or waste of any kind.

C.         The use of open flames or flammable/explosive substances is prohibited.

D.         It is prohibited to introduce animals (except guide dogs), unless otherwise indicated by the Company.

Art. 8.         Responsibilities

A.         The Professional is responsible for their space and is liable for damages to persons or property caused by their activities, equipment, or personnel.

B.         The Professional agrees to indemnify and hold the Company harmless from any compensation claims made by third parties (including visitors and authorities) for events related to their activities.

C.         The Professional declares that they possess all necessary requirements to perform the service subject of the application.

Art. 9.         Sales and Distribution

A.         The sale of products is allowed in compliance with current tax and commercial regulations. The Professional is solely responsible for tax obligations (receipts/invoices).

B.         The distribution of food and beverages is prohibited unless expressly authorized.

Art. 10.      Decorum and Use of Exhibition Space

A.         The Professional must maintain a professional, respectful, and decorous behavior towards the public, staff, colleagues, and exhibitors. 

B.         The following are prohibited:

1.          aggressive or annoying behaviors,

2.          severely offensive language,

3.          any form of discrimination, violence or harassment. 

4.          the use of drugs within the Event; the consumption of alcohol is allowed only within the limits and methods defined by the Organizer and the Fair. 

C.         The assigned exhibition space cannot be ceded or sublet to third parties without the written authorization of the Organizer. 

D.         Any exhibition of graphic or visual material must comply with applicable laws and the decorum of the Event. The Organizer may request the removal of content deemed inappropriate.

Art. 11.       Withdrawal

A.         If the Professional communicates their withdrawal more than 90 (ninety) days before the Event, the Company will retain 50% of the participation fee or economic contribution requested for participation in the Event if already paid; otherwise, if not yet paid, the Professional is obliged to pay the Company 50% of the participation fee or economic contribution requested for participation in the Event.

B.         If the Professional communicates their withdrawal within 90 (ninety) days before the Event, the Company will retain 100% of the participation fee or economic contribution requested for participation in the Event if already paid; otherwise, if not yet paid, the Professional is obliged to pay the Company 100% of the participation fee or economic contribution requested for participation in the Event.

Art. 12.       Cancellation of Event

A.         The Company has the right to cancel the event without liability, providing timely communication to the Professional in the following cases:

1.          force majeure or for reasons not attributable to the Company (including but not limited to: natural disasters, public authority orders, pandemics),

2.          order or provision by the authority that makes it impossible or excessively burdensome to hold the Event;

3.          bankruptcy, liquidation, concordat or other insolvency procedure of one of the companies providing the event whose involvement is considered fundamental and difficult to replace.

B.         In the event of cancellation of the Event, the contract will be deemed resolved and the Company is obliged to refund 50% of the economic contribution for participation (e.g.: participation fee) paid by the Professional, the remaining sum is withheld to cover management expenses.

C.         If, on the date of cancellation of the Event, the economic contribution for participation (e.g.: participation fee) has not yet been settled, the Professional will still be required to pay 50% of the value of the participation fee.

D.         In the case referred to in point A of this article, if the impossibility of holding the Event is only temporary, the Company may decide to postpone the date of the Event, providing timely communication to the Professional.

1.          If the Professional intends to withdraw from the Contract, Art. 11 shall apply.

Art. 13.       Data and Image Processing

A.         The data of the participants are processed by Blessed S.r.l. for contractual and security purposes (GDPR 2016/679).

B.         The Participant authorizes the Organizer to take photo/video footage of the stand and works for promotional purposes, free of charge and without time limits.

Art. 14.      Applicable Law and Jurisdiction

A.         The Contract is governed by and interpreted according to Italian law. 

B.         For any dispute arising from or related to this Contract, the exclusive jurisdiction shall be that of the Court of Padova (PD).


In accordance with and for the purposes of Article 1341 co. 2 of the Italian Civil Code, the Professional acknowledges and declares that this contract has been carefully analyzed and evaluated in every single part and, therefore, with the signature affixed below, they specifically confirm and approve the following clauses:
